Qualifications:
    Degree in Business Management, Logistics,Transport Operations, IT or related field.
    Three years professional experienceperforming similar functions in an International Organization or NGO.
    Required functional competencies: effectivecommunicator, successful negotiators, creative analytical thinker, activelearner, team player, cross cultural facilitator.
    Willing to work in flexible working hoursand in a difficult environment.
    Proficient in Microsoft windows, workingknowledge in data bases and specialized statistical software desirable.

Main responsibilities:
    Assists in establishing smooth and transparent cooperation with theCore Team.
    Facilitates the administrative and logistics arrangements for themission in close collaboration with the Project Manager (staff recruitmentand contracting, insurance policy, airport arrangements, office space,furniture, accommodation, briefing, de-briefing, press conferencearrangements, transportation, IT equipment, means of communications,preparation of observer and medical kits, observer petty cash,subcontracting of vehicles, medical evacuation arrangements).
    Ensures that briefing from IOM covers all areas relevant to theobservers including: administration (contract with the Commission), fees,allowances, insurance, medical evacuation, payments, use of petty cash,mission equipment, transportation, accommodation, communications, observerkits, etc..
    Attends to all operational needs of the mission members andmaintains regular contacts with IOM in order to ensure that it providesadequate services to the mission.
    Assists the planning and organizing the deployment of theinternational staff.
    Develops and recommends communications procedures in collaborationwith the Project Manager.
    Proposes plans for the regular and timely return of the fieldstaff.
    In cooperation with the CT, ensures all necessary arrangementswith local staff for the functioning of the mission.
    Participates in field staff briefings, debriefings and teammeetings as required.
    Assist in the preparation of weekly, preliminary, final and otherrequired reports.
    Performs any other duties that may be required.
